Your California license is no longer valid. If you have established residency in Arizona, then you are no longer a resident of California. If Arizona requires income tax, you will need to file a part year form for both states for this year as well.

Section 12817 of the California Vehicle Code allows for military personnel who are stationed out of state to keep their California license, but this is the exception. When you move back to California, you will need to again establish residency there. The cost in time, money, and frustration of taking the test to get a new California license most likely will far outweigh the monetary benefits you will receive in tuition reduction by becoming a resident in Arizona.

I don't know why, but i still do. I just moved to Cali from Texas and they did the same with my Texas license. But, i still keep my Texas license in my wallet, b/c it's the best picture ever! Anyways, when you go back to Cali, you will probably have to retake the 'written' test. But you won't have to do the driving test, as long as you show them a valid license, such as your Arizona one.
