Found an 09 post with all the drivers but most are now expired. I have found most but have been unable to find the driver and software to make the wireless work. If someone can help me I would sure appreciate it. Honda Cb400 Repair Manual Pdf here.

I honestly don't have the knowledge/experience necessary to troubleshoot a major problem like what you are experiencing. I have connnected dozens of wireless devices and have fortunately never run into any problems.
The only thing I can suggest as a long shot, is to open the windows wireless program and make sure the wireless radio is turned on in the program. Check every setting you can. I don't have any Windows XP wireless computers available to tell you exactly where to look. It seems to me like the device is installed, but part of it isn't turned on.
I suggest you open another forum thread and post your current issue, so that someone with wireless network troubleshooting experience hopefully will read it, and be able to solve your problem. Thanks Paul, The device that is not installed which I assume is the wireless since it does not work is as follows: other devices - ethernet controller - PCI Slot 1 - drivers for this device are not installed - code 28 Device Instance=PCI/VEN_168C&DEV_001C&SUBSYS_137A103C&REV_E&23F5EDAD&0&00E0 I also popped the cover off the back to view the wireless device. On it is says: PPD-ARBXB63-H and under that it says IC: 4104-arbxb63h I googled that and it says it is Atheros 5006x so I downloaded that XP driver but it does not work.
From what I am reading I need 2 things.a suitable driver and software for set up and to seek out local connections. If you can help me I sure apreciate it.
